Knauf Insulation welcomes the appointment of Steven Heath as
External Affairs Director for Northern Europe. |

|
Steven joins Knauf Insulation with four years’ experience in
the industry, having previously worked for both the Energy
Saving Trust and the Welsh Government, helping develop the
National Energy Efficiency and Savings plan. |
| Once
the plan was published, Steven became the technical advisor,
and then programme manager for the Welsh Government’s
area-based Energy Efficiency Retrofit Programme - ‘Arbed’,
which looked to improve the energy performance of hard to
treat properties in some of Wales’ most deprived areas,
through insulation and green technologies. |
| A
large part of Steven’s new role at Knauf Insulation will be
in supporting the Government when making decisions to allow
for a smooth transition from the current energy supplier
obligations, CERT and CESP, to the Green Deal and the new
energy supplier obligation, the ECO. |

Steven comments: “The scale and
type of retrofit under the Arbed programme was the first of
its type in the UK with many lessons learnt around delivery,
managing different funding streams and accessing economies
of scale. It is this experience gained during Arbed that I
will be able to bring to both Knauf Insulation and the UK
government, as it plans the roll out of programmes to
achieve large scale energy performance improvement. |

“The Green Deal offers an
exciting opportunity for the industry and could deliver the
scale of retrofit the government hopes. However, it will
need significant support from other mechanisms if homeowners
are to be persuaded it offers a worthy investment with
measures genuinely achieving the Golden Rule – that energy
bill savings achieved from installed measures are equal, or
less than, the repayments for the loan used to pay for
them.” |
